Comore Loma, Blackfoot in line for low-interest loans

The Idaho Department of Environmental Quality is proposing a $3.05 million loan to the Comore Loma Water Corporation in Bonneville County.

It is part of $98 million in funding for drinking water and wastewater projects across the state in fiscal year 2016.

If approved, Camore Loma, which has dealt with water issues in the past, would use the loan to help construct additional storage and pumping capacity, distribution system upgrades and a new well house. The loan would be underwritten by the Idaho Revolving Loan Fund at 1.25 percent interest over 30 years.

The department is also proposing a $2.9 million construction loan to the city of Blackfoot. The funding will be used to improve the treatment system including constructing a new secondary clarifier and distribution box and replacing or retrofitting the existing intermediate pump station and other equipment, piping, valving and infrastructure. The loan would be repaid at 2.75 percent interest over 20 years.

Smaller water projects are also being proposed. They include Bennington Water System, Bear Lake County, $1.5 million loan; Fairview Water District, Franklin County,$1.9 million loan; Moose Mountain Homeowners Association, Bannock County, $250,000; and Blackhawk Homeowners Association, Bonneville County,$568,000.

The proposed projects will be submitted to the Board of Environmental Quality for approval at its May meeting. The public can comment in writing through 5 p.m. MDT, Tuesday, April 21, 2015.
