ITD names new District Engineers

A longtime District 4 manager will take over as Idaho Transportation Department District 5 Engineer in Pocatello in mid-July.

Todd Hubbard will succeed Ed Bala. Bala has been District Engineer since 1998 and retires after 34 years with the department. Hubbard has been the Plans and Engineering Services Manager for several years in Shoshone.

ITD also announced that Jesse Barrus, of the department’s District 6 office in Rigby, will become District 4 Engineer in Shoshone in mid-June.

Both Hubbard and Barrus were in the first class of Emerging Leaders that graduated in 2016, when it was only an initiative at the Western Association of State Highway and Transportation Officials (WASHTO) level.

“I had two primary goals for this selection process, which I believe we met with our new DEs,” ITD Chief Operating Officer Travis McGrath explained. “The first was to provide each district with a capable leader and a good culture fit. The second was to maintain a good balance of ITD experience and forward-thinking capability on our statewide teams – the Highways Leadership Team.”

Doral Hoff of Boise was named the new District Engineer in Lewiston.
