THE HAGUE, Netherlands (AP) — The U.S. has obtained intelligence indicating that the Russian government has developed a plan to stage a fake Ukrainian attack to establish a pretext for military action. The disclosure came from a senior Biden administration official who spoke on  condition of anonymity.
