Idaho Falls City Attorney to retire, new chief legal counsel announced

IDAHO FALLS, Idaho (KIFI) – Longtime City of Idaho Falls attorney Randy Fife has announced his retirement.

Fife came to the City of Idaho Falls in April 2013. With over 30 years practicing municipal law, Fife’s last day at the city will be Nov. 30, 2023. Idaho Falls Mayor Rebecca Casper appointed Assistant City Attorney Michael Kirkham to take over Fife’s duties as the city’s lead legal counsel effective Dec. 1, 2023.

“We owe a debt of gratitude to Mr. Fife, whose dedication to the city has positioned our community for years to come,” Casper said. “Mr. Fife provided our city with a wealth of knowledge in key governance areas, which in turn makes our community better for everyone who lives, works and travels through Idaho Falls.”

In June, the Idaho Municipal Attorneys recognized Fife with the William Herrington Career of Service Award for his ongoing contributions to municipal law and the state. This is one of the multiple distinguished awards Fife received over his career. In his tenure at the City, Fife built the city’s legal department from the ground up, providing legal support to the Mayor, City Council and the city’s 10 other departments.

“I have appreciated the time to be intimately involved in city functions and give some legal guidance,” Fife said.” I will miss interacting with the elected officials, the department directors and city staff. I believe Mike will be an excellent city attorney.”

At Thursday night’s City Council meeting, the council confirmed Kirkham’s appointment as City Attorney. Kirkham will oversee the Legal Department, providing legal-related advice, support, and information to the Mayor, City Council and city Departments. In addition to serving as the city’s chief legal representative, it is his job to ensure that city officials and staff comply with legal and ethical requirements, draft legal documents and more. 

Kirkham received numerous recognitions for his efforts in the community and toward advancing the legal field. In 2023, the Idaho Municipal Attorneys awarded Kirkham the Dale W. Storer Professionalism Award. The award recognizes a municipal attorney in Idaho for their service and high standard of excellence. 

Additionally, in October, the Greater Idaho Falls Chamber of Commerce awarded Kirkham a Distinguished Under 40 Award. The award recognizes professionals who have gone above and beyond to accomplish great things in their careers, community and education. 

“Having been raised in Eastern Idaho and attending law school in Idaho, Mr. Kirkham has a significant advantage in understanding our state’s legal culture. Having Mr. Kirkham serve as the City’s Attorney will allow Idaho Falls to have yet another highly trained and well-respected attorney who knows, understands, and loves his work and his community,” Casper said.
