LA police commission says officers violated lethal force policy in struggle with man who later died

LOS ANGELES (AP) — The Los Angeles Board of Police Commissioners says two officers involved in a struggle that ended with the death of teacher violated the LAPD’s policy on use of lethal force. Commissioners on Tuesday adopted findings by the police chief that the officers were “out of policy” when they pressed on Keenan Anderson’s windpipe during the Jan. 3 arrest. The chief also said one officer was out of policy for using a Taser six times on Anderson. The commission’s vote opens the way for the officers to face discipline. An autopsy report concluded Anderson’s death was caused by an enlarged heart and cocaine use, although it listed the exact manner of his death as undetermined and said it was uncertain how much being restrained and shocked contributed.
