Idaho’s insurance exchange board meets for review of contract

The Idaho insurance exchange board met in Boise behind closed doors Tuesday afternoon.

The meeting was held because former board member Frank Chan was given a $375,000 no-bid technology contract last month. The contract with Chan was cancelled not long after, but a private lawyer investigated Executive Director Amy Dowd’s decision to give him the contract. The investigation review was taxpayer-funded with $15,000.

Your Health Idaho board chairman Stephen Weeg said the board took the matter very seriously, but Tuesday’s three-hour meeting will remain private, because it’s protected by attorney-client privilege.

“The result of all of that was forming an ad-hoc personnel and compensation committee to work around some of the personnel issues that were involved and to also take a look at some other steps we can take as an organization to strengthen the board operations and governance to make sure these kinds of things don’t happen again,” said Weeg.

Weeg said next week the board will look at who gets the contract for the state-run website.
