BRUSSELS (AP) — Ukraine has gotten a green light to start sped-up talks on joining the European Union. That’s a big boost for war-ravaged Ukraine and a loud message to Vladimir Putin. But it could be years or even decades before the countries actually become full-fledged members of the EU. The European Union was born in the 1950s with the aim of preventing new wars by promoting trade and integration.
