Property managers reminded of snow removal obligations
The City of Pocatello is reminding property owners and managers to keep sidewalks clear. And, as you shovel, take care not to push snow into the street.
Pocatello city code outlines responsibility to clear the sidewalk of snow and ice and to do so within 24 hours of being notified by city staff. Renters should contact their landlord or consult their rental agreement to determine who is responsible for snow and ice removal.
The code also makes it illegal to move, blow, shovel, or throw snow into the street. (The law also applies to grass clippings, dirt, dust, solid waste or other material generated on the property.) Instead, that material should be deposited onto the yard or lawn area of the residence or business.
Violators of the code can be issued a citation and people with multiple violations can be charged with a misdemeanor.
Most Idaho cities have similar laws.
Idaho Post Offices are doubling up on the request to keep sidewalks and access to mailboxes clear of snow and ice. Postal officials said Idaho carriers make an average of more than 600 deliveries daily. They say obstacles like un-shoveled snow and ice can prevent or delay those deliveries. Carriers are instructed not to deliver to locations they feel are too dangerous.
City officials are also addressing other concerns.
“When the plow comes by, the snow can be pushed back towards the property, creating a berm that can be difficult to clear for residents, but it is an unavoidable side effect of plowing,” said Tom Kirkman, Deputy Public Works Director. “Residents also need to be aware the snow that is deposited in the roadway can be a hazard for drivers. If the snow freezes solid, it can be similar to hitting a wall and it can damage the vehicle as well as injure the driver.”
