California man sentenced to nearly 8 years for Idaho, Montana opioid heists

GRACE, Idaho (KIFI) — A California man will spend nearly eight years behind bars for his part in a multi-state pharmacy burglary ring aimed at stealing and illegally selling prescription opioids across the Intermountain West.

Andrew Rumbo-Ochoa, 28, of Santa Clara, was sentenced to 92 months in federal prison followed by three years of supervised release, U.S. Attorney Bart M. Davis announced.

Rumbo-Ochoa pleaded guilty on April 30, 2026, to conspiracy charges involving the theft and distribution of controlled substances.

According to court records, on May 22, 2025, Rumbo-Ochoa and a group of co-conspirators drove from California to Montpelier, Idaho, where they were seen on surveillance footage outside a pharmacy.

Later that day, police say they broke into a pharmacy in Grace, Idaho, and stole a stockpile of Schedule II controlled substances, including 345 pills containing hydrocodone, 200 pills containing hydromorphone, and 5,773 pills containing oxycodone. According to prosecutors, the group intended to sell the cache of drugs illegally.

Earlier that year, in March, court documents indicate Rumbo-Ochoa and his co-conspirators orchestrated a similar burglary in Missoula, Montana. On March 10, 2025, police say Rumbo-Ochoa travelled with a group to Missoula, where they broke into a pharmacy and stole another large stockpile of Schedule II pills.

Senior U.S. District Judge B. Lynn Winmill handed down the 92-month sentence. In a news release announcing the sentencing, U.S. Attorney Davis commended the joint investigative efforts of the FDA Office of Criminal Investigation, the DEA, the Caribou County Sheriff's Office, the Caribou County Prosecutor’s Office, and the Missoula Police Department.
