Lawyer in ISP sex lawsuit speaks out

The attorney for the woman accusing a former Idaho State Police trooper of coercing her into having sex with him is speaking out.

Pocatello attorney Bron Rammell is representing Ashlyn Moreno in a federal lawsuit filed last week against ISP, former trooper Ryan Blackhawk as well as another trooper.

The suit claims Blackhawk had sex with Moreno in his patrol car while parked at ISP’s District Five office in Pocatello in October 2013. Moreno said she felt coerced because Blackhawk had suggested he could help her get out of drug charges.

In a written statement Friday, ISP said Blackhawk was later fired for violating ISP procedures, but that a federal investigation into Moreno’s allegations yielded no criminal charges.

“I don’t know why criminal charges weren’t brought,” said Rammell. “Notice that the one thing they don’t do is deny the facts, and when a person gets involved in these types of cases, you find that an entity like that will do anything and everything to keep a person from being able to get the matter to the public and to the jury.”

Rammell said that his firm hasn’t been able to locate Blackhawk and so hasn’t yet been able to serve him with the lawsuit.

The suit seeks unspecified monetary damages.
